BEU record keeping requirements
The Fuel Subsidy Act 1997 imposes certain record keeping obligations on licensed bulk end users (BEU) as follows:
You are required to keep the following records for each purchase of non-retail fuel that you make:
- the quantity and type of fuel purchased
- the seller's name and address
- the price paid per litre
- the place of delivery
- the date of purchase
You are also required to keep the following records:
- for each storage site stated in your BEU licence - the stock of fuel on hand at the end of each month
- for diesel purchased as non-retail fuel - the way it is used
- the vehicles and equipment to which BEU fuel is delivered
You are required to keep these records for five (5) years to substantiate your subsidy claims. Failure to keep sufficient recent records may lead to further action, including repayment of subsidy claimed and/or loss of your licence.
Record keeping concessions have been made for BEUs who consume less than 25,000 litres of BEU fuel per year. For more information, please view Practice directions NFSS 3.1.
As of 1 June 2006, special record keeping arrangements exist where the Subsidy is being claimed for fuel used in a diesel engine road vehicle. Please view Practice Direction NFSS 10.1 for more information.
